摘要 2014年3月4 日，国家卫生和计划生育委员会颁发《医疗机构新生儿安全管理制度（试行）》（国卫办医发［2014］21号）。以《执业医师法》、《医疗机构管理条例》、《护士条例》等法律、法规及相关规定为依据，系统完善新生儿安全管理的基本原则，目的是加强医疗机构新生儿安全管理，减少和消除新生儿住院期间的安全隐患，促进我国新生儿专业医疗质量及安全的可持续改进，实现儿童发展的最终目标。为了有利于全国涉及新生儿出生和诊疗业务的医疗机构及医护人员全面准确地贯彻落实该制度的各项原则，中国医师协会新生儿科医师分会组织有关专家，经反复讨论形成了本建议，以供参考。
