摘要第一章总则
　　第一条　为指导和加强危重新生儿救治中心建设与管理，构建区域性危重新生儿救治体系，提高新生儿
疾病救治能力和水平，保证医疗质量和安全，根据《中华人民共和国母婴保健法》、《中国儿童发展纲要（2011-2020 年）》、《中华人民共和国执业医师法》、《医疗机构管理条例》和《护士条例》等有关法律、法规，制定本指南。
　　第二条　危重新生儿救治中心是指医疗机构内独立设置的，以新生儿病房和新生儿重症监护病房为依托实体，具有危重新生儿监护诊疗能力，承担区域内危重新生儿救治、转运、会诊和新生儿专科技术培训、指导任务的临床单位。
　　第三条　各级卫生计生行政部门应当加强对医疗机构危重新生儿救治中心建设、管理的指导和检查，促进危重新生儿救治中心工作标准化、规范化和科学化。
